Summary – Employee Benefits Handbook
Purpose
Provides an overview of benefits available to eligible employees of Bloomfield Township.
Official plan documents, Summary Plan Descriptions, labor contracts, and legal requirements control if discrepancies exist.
The Township reserves the right to change or discontinue benefits at its discretion.
Key Benefits
Longevity Pay
Applies to full-time employees hired before 4/1/2009 (police/fire before 5/1/2011).
Paid annually in November based on years of service (2% at 5 years → 10% at 25 years).
Pro-rated for partial service years or retirement; forfeited if leaving Township before November 30.
Holidays
4/40 workweek employees receive 104 hours holiday pay/year.
Includes 7 set holidays (e.g., New Year’s Day, Memorial Day, Christmas).
Remaining hours are floating holidays (must be used within the year).
Premium pay (1.5x) if required to work on a holiday.
Vacation
Accrual based on service:
1–5 years: 3.65 hrs/pay period
21+ years: 9.23 hrs/pay period
Maximum accumulation: 240–400 hrs depending on years of service.
Paid out upon retirement; not allowed to work and take vacation simultaneously.
Insurance
Health, life, and disability insurance provided, with opt-out cash payment ($500 single / $1,000 family).
Township may change carriers, plans, or become self-insured.
Retiree life and health insurance eligibility defined in Appendix A (varies by hire date, years of service, and co-pay schedule).
Employees hired after 5/1/2011 receive a Retirement Health Savings (RHS) plan with $2,500 annual Township contribution + 2% employee payroll contribution.
Retirement
Township offers defined benefit and defined contribution plans; benefits outlined in plan documents.
Provides survivor benefits.
Township Vehicle
Personal use allowed if provided as part of compensation; subject to IRS tax withholding.
Leaves of Absence
FMLA: 12 weeks unpaid leave (26 weeks military caregiver leave) for eligible employees; runs concurrently with sick leave or work injury leave.
Sick Leave:
Full-time: 4 hrs per pay period.
Eligible part-time: 40 hrs/year.
Uses: illness, medical appointments, contagious exposure, family care.
Payout: up to 60% of unused sick time depending on hours banked and separation circumstances.
Work-Related Injury/Illness:
Paid full salary up to 26 weeks; then workers’ comp, Social Security, or long-term disability apply.
Termination possible if unable to return within 52 weeks.
Other Leave Types:
Unpaid personal leave (Supervisor approval; position not guaranteed).
Military leave (per Veterans Reemployment Rights Act).
Jury duty/witness (paid, fees remitted to Township).
Death leave: up to 3 days for immediate family/household members.
Outside employment during leave prohibited without approval
